Es ingeniero matemático de la Universidad de Chile y doctor en Matemática de la Universidad de Wisconsin-Madison en EE. UU. Ha sido Director del Departamento de Ingeniería Matemática (1999-2001), Miembro del Consejo Superior de Ciencias Fondecyt (2002-2005) y es miembro de número de la Academia de Ciencias de Chile. Patricio Felmer dedicó la primera parte de su vida académica a la investigación matemática, realizando numerosas contribuciones científicas en el área de sistemas hamiltonianos, ecuaciones diferenciales parciales y análisis no lineal. En una segunda parte ha dirigido sus intereses a la educación, dedicándo sus esfuerzos a colaborar en la mejora de la educación con una visión de país. Junto a colaboradores fundó la Iniciativa ARPA, un programa de desarrollo profesional docente, cuyo propósito es incorporar la resolución de problemas en las aulas chilenas, con la meta de transformar las relaciones en el aula. La propuesta busca mover una sala de clases dirigida por el docente, con estudiantes pasivos, a una donde los estudiantes aprendan activamente y el docente orqueste el trabajo de estos, proponiendo actividades estimulantes y promoviendo la autonomía y la colaboración. Bajo la dirección de Patricio Felmer, la Iniciativa ARPA se orienta al desarrollo de estrategias de desarrollo profesional y a la investigación de estos procesos y su impacto en los aprendizajes de los estudiantes, último fin de la iniciativa. Patricio Felmer fue distinguido con el Premio TWAS-ROLAC en Educación Científica (2011), el Premio TWAS en Matemáticas (2011) y el Premio Nacional en Ciencias Exactas de Chile (2011).
He is a Mathematical Engineer from the University of Chile and a Ph.D. in Mathematics from the University of Wisconsin-Madison in the USA. He has been Director of the Department of Mathematical Engineering (1999-2001), Member of the Fondecyt Higher Science Council (2002-2005), and is a member of the Chilean Academy of Sciences. Patricio Felmer dedicated the first part of his academic life to mathematical research, making numerous scientific contributions in the area of Hamiltonian systems, partial differential equations, and nonlinear analysis. In a second part, he has directed his interests to education, dedicating his efforts to collaborate in the improvement of education with a country vision. Together with collaborators, he founded the ARPA Initiative, a teacher professional development program, whose purpose is to incorporate Problem Solving in Chilean classrooms, with the goal of transforming classroom relationships. The proposal seeks to move a classroom conducted by the teacher, with passive students, to one where students actively learn and the teacher orchestrates their work, proposing stimulating activities and promoting autonomy and collaboration. Under the direction of Patricio Felmer, the ARPA Initiative is oriented to the development of professional development strategies and to the research of these processes and their impact on student learning, the final goal of the initiative. Patricio Felmer was awarded the TWAS-ROLAC Prize in Scientific Education (2011), the TWAS Prize in Mathematics (2011) and the National Prize in Exact Sciences of Chile (2011).
